I opened the game to the new version and when I went to check the new skills menu there wasn't anything displayed. Clicked around it, still nothing. Went into battle, none of the characters had any skills besides the basic inventory, pass, etc. I'm using an old save that I sank a lot of time into so that might be the issue, but maybe not.
